I see Gurgaon as the best option for the investment.  A lots of MNCs and corporate are here. I think comparing Gurgaon with any other location is not a good idea.

If i see the infrastructure Noida is Best. But the only issue is the tag on Noida (UP) Bad law and order. Connectivity from International Airport.
